Upon graduating from UMD in 1985 after majoring in political science and philosophy, Lynne attended Marquette University Law School in Milwaukee, WI. Her career as a lawyer began with a clerkship to the Minnesota Supreme Court, followed by some time in private practice, and in 1991 she became an Assistant United States Attorney in the Eastern District of Wisconsin and began a 24-year career in public service. She relocated to Washington, D.C. and continued working at the Department of Justice in various legal and management roles until 2003, when she became the General Counsel to the Sergeant at Arms at the U. S. Senate. After later serving as Deputy Sergeant at Arm during the 107th Congress, she returned to the Executive branch in 2007 as the General Counsel to the Special Inspector General for Iraq Reconstruction. In 2009 Lynne was selected as the General Counsel for the Inspector General at the Department of Defense and was shortly thereafter promoted to Principal Deputy Inspector General. She served in that capacity, including 21 months as Acting Inspector General, until leaving federal service in 2014.
